Website Optimizer
I just discovered this site, so I cannot say much about it. However, it does seem to provide very high quality feedback relating to page loading times.

XML Sitemap Generator
By simply inserting your site URL, this handy little tool will generate an XML sitemap for you.

Webmonkey
Webmonkey is an Internet resource for designers. I'm adding it because it was the tool I used to learn HTML way back in 1997. It's a great resource and currently owned by Wired Magazine.

Google Analytics
Google Analytics allows you to track your website visitors with a powerful collection of visual tools. It's very customizable and includes the ability to create custom segments of people to track nearly any type of visitor. It also includes visual tutorials.

Gimp
Gimp is an incredibly powerful image editing program. It rivals Adobe Photoshop and even includes the capability of editing .psd files, but unlike Photoshop, it's 100% free.

W3C Validator
The W3C sets the standards for XHTML and CSS (literally). They offer a validation service to ensure that websites are complaint with the latest standards.

IrfanView
IrfanView is a freeware image editing program that can handle all basic image manipulation tasks. It is also capable of performing batch conversions.

Stock Exchange (Free Photos)
SXC is a place where people upload photos which can be used royalty free. It's a great site to use for creating new designs.

NVU
NVU is a freeware HTML editing program. It's certainly not Dreamweaver, but if you can't budget for Dreamweaver, it's a potential alternative.

Komodo Edit
I currently use Komodo Edit to do all of my web work because it contains syntax highlighting and auto-complete for most programming languages. It can directly edit remote files with built in FTP. Most importantly, it runs on all operating systems.
